If an applicant has applied for a Schengen visa within the last 59 months and had their biometrics (fingerprints) recorded in connection with that application, it is possible for the applicant to follow this procedure for a new application:
Postal’s for Boston & Houston will be accepted only from March 1st.
Step 1. Confirm questions 26 and 27 in the visa application form – Please also provide a copy of the last Schengen issued in the 59 months wherein your biometrics was recorded
Instead of a personal appearance at the BLS International Germany Visa Application Centre to hand in the new application, it is possible to submit the signed application (printed from the Videx.diplo.de system), passport, and all supplementary documents by using a courier mail service (like DHL, UPS, FedEx, or other similar services). It is important that you have confirmed in questions 26 and 27 in the application that you have had your fingerprints recorded/collected within the last 59 months.
If not confirmed, you cannot use the courier service option and must apply at the BLS International Germany Visa Application Center in person.Step 2. Contact BLS International Germany Visa Application Centre in your country/region
Before you choose to use the courier mail service, you are requested to contact the BLS International Germany Visa Application Center customer care at +16099002509
BLS International staff will ask you to provide a copy of the Schengen visa if you have had your biometrics recorded in connection with an application for a Schengen visa within the last 59 months, and BLS International will explain the process of preparing the application including documentation, payment procedures, and proof of payment of the service fee to BLS International.
Step 3. Gather your documents and prepare the shipment
If everything is in order with the application (all documents, payments, etc.), you can forward the whole packet to the BLS VAC.
All signature pages of the application form (pgs. 4, 5, 6) must have a certified signature (yours) by a public notary, the copy of the resident proof, copy of Identification and your permanent residence or US Visa must be sent in as notarized copies of this documents (by US notary public) otherwise they won’t be accepted. No Original documents of these documents will necessary.
If you are applying with the representative, Please fill the Authorization Form.
The money order or cashier’s check should include the embassy visa fees and BLS service charges AND ANY ADDITIONAL VALUE ADDED FEES (IF OPTED FOR COURIER OR SMS for tracking of your application). Please refer to the correct fee structure : Business Visa, Tourism Visa, Visitor Visa, Airport Transit Visa. The cashier’s check or money order should be made to Consular Outsourcing BLS Services Inc.
Your application package should be sent to the VISA APPLICATION CENTER as per your jurisdiction.
After registration of the case at the VAC, the application file will be forwarded to the Embassy of the Federal Republic of Germany for further processing.
When the case has been handled by the Embassy, the answer (in a sealed envelope) will be returned to the VAC and from there it will be returned to you by courier mail service (IF OPTED). IF YOU HAVE NOT OPTED FOR COURIER YOU WILL NEED TO COME TO THE VISA APPLICATION CENTER AS PER YOUR JURISDICTION TO PICK UP THE PASSPORT, PICK UP TIMINGS ARE BETWEEN 3pm-4pm.”

Kindly note, if it appears that the fingerprints prove not to be recorded, not to be present in the Schengen Visa System, or if the earlier fingerprints are in a condition/quality that cannot be used, you will be asked to appear in person at the BLS VAC to have the fingerprints recorded (or re-recorded).
